Leeds had been resigned to losing Phillips and had discussed the possibility of players moving in exchange.
Phillips has two years left on his contract at Leeds and had indicated during last season that he was happy to stay beyond that but talks over a new deal were not forthcoming.

All three remained keen but Phillips only wanted to leave Leeds for what he viewed as a significant step up.
City, meanwhile, are expected to follow their move for Phillips with a £40million offer for Brighton left-back Marc Cucurella.
They will look to offset their own spending with the sales of £50m-rated Arsenal target Gabriel Jesus, plus Raheem Sterling and Oleksandr Zinchenko.

City stand to make a tidy profit on a player they paid around £27million for in 2017. Jesus played an important role last season following the champions fruitless pursuit of Harry Kane but his chances will be limited following the arrival of Erling Haaland from Borussia Dortmund.
Despite scoring some key goals, consistency has been an issue throughout his five years at the Etihad Stadium.
Jesus’s contract expires next summer when he could have left on a free transfer and City continue to monitor their finances closely with others set to follow the striker out of the door as Pep Guardiola tweaks his side.
