“Each franchise will be allowed to sign four players of their choice outside of the draft or auction which we will decide later. It could be any player who has a NOC from his home board,” Emirates Cricket Board’s (ECB) Secretary-General Mubashir Usmani told Cricbuzz.

Notably, the UAE T20 League will be contested between six teams. Besides the three IPL teams we have mentioned, there will also be new franchises owned by the Adani Group, Manchester United owners Glazers family and Capri Global.
Failed bidders in IPL, Adani Group and Glazer family have purchased UAE T20 League teamsAll of these six teams will be given a total purse of $2 million to buy players, which will be the highest purse in any franchise-based T20 league except the IPL. However, it has not been decided whether teams will be selected on the basis of an auction or a draft.

To avoid competition with IPL, the ECB is reportedly more inclined toward a draft-based system, while they also are trying to find out how to give the three new teams equal advantage as the IPL teams, so as to ensure neutrality from the organizational standpoint.
The inaugural edition of the UAE T20 League is being proposed to be held from early January to the middle of February of 2023. Meanwhile, Cricket South Africa (CSA) is planning to launch a league of its own around the same time, and ECB are looking to hold talks with them to avoid fixture clash.
