Evolve Brionne (Popplio’s Evolution) during the event or up to five hours afterward to get a Primarina that knows the Charged Attack Hydro Cannon.

Starting with the event and continuing afterwards, Primarina will be able to learn the Charged Attack Sparkling Aria.
