A shareholder meeting was organised and attended by all 20 Premier League clubs. This meeting was organised for the Premier League clubs to vote and come to a decision regarding the proposed ban.

For the ban to be implemented, at least 14 clubs needed to vote in the favour of the bam. Most Premier League clubs’ vote was in favour of the ban. However, only 13 clubs voted for a change to be implemented in the January transfer window. This was below the required threshold of 14 and therefore no ban will be implemented this season.

Vote against proposed ban to help clubs like Newcastle United, Chelsea, and Manchester City

Premier League clubs like Newcastle United, Manchester City, and Chelsea operate an official multi-club model. While this decision would affect all of these clubs, this topic was bought to light because of Newcastle. Newcastle United wanted to explore the option of getting Ruben Neves back to the Premier League. Neves currently plays for Al-Hilal.

Newcastle United is owned by the Public Investment Fund of Saudi Arabia, who also have stake in Al Hilal, Al Nassr, Al Ahli, and Al Ittihad. This means that if the owners deemed it to be the correct move, they could make Al Hilal loan Ruben Neves to Newcastle United as long as any proposed loan or transfer is deemed to be considered fair and accurate in terms of market value. While this is not illegal, it would not be entirely fair and therefore a meeting was organised to decide whether such actions need to be banned in the Premier League.

If the decision had gone against Newcastle United, they would have reportedly considered a permanent move for Ruben Neves. However, now that no ban is being implemented this season, Newcastle can try to sign Neves on loan in the January transfer window. There is only speculation of a possible loan move between Al Hilal and Newcastle United as of now. Only time will tell if this move actually takes place.
