“We are in discussion with our (AIFF’s) marketing partners regarding it. There is a thought of implementing relegation once 16 teams are there. But no decision has been reached yet,” AIFF president Kalyan Chaubey said. “Our aim is to have a structured football league, which fulfills all basic AFC guidelines”.
Since its formation in 2014, the ISL has been a closed league, with promotion and relegation set to be implemented starting in the 2023–24 season and 2024–25 season, respectively, in accordance with the Asian Football Confederation (AFC) roadmap that was agreed upon by all parties in 2019. After the roadmap was accepted in October 2019 at the AFC headquarters in Kuala Lumpur, the league was crowned the top league in the nation.

ISL began in 2014 as an eight-team franchise league without promotion and relegation, It progressively grew to include Mohun Bagan, East Bengal, and Bengaluru FC in various editions during the course of its nine-year history .The I-League champions Roundglass Punjab will be eligible to compete in the league if they meet the stringent AFC licencing requirements. This expansion is planned as part of the implementation of the 2019 AFC strategy, which calls for the league to grow to 12 teams in 2023–24.

“Hopefully Punjab will play in ISL, subject to fulfillment of licensing criteria,” Chaubey said, when asked about the challenges that Punjab might face in following the strict licensing protocol.
RoundGlass Punjab is investigating the option of holding their home games at New Delhi’s Jawaharlal Nehru Stadium while the licencing procedure is still in progress. The promoted I-League champions won’t be required to pay a participation fee in the league. To date, other ISL franchises have paid hefty fees of Rs 15–18 crore per season to play.

The AIFF determined that no international players could be registered for state leagues starting in the upcoming season after prohibiting the usage of foreign players in I-League II. Six foreigners may register for the ISL and I-League. Only four of them, including one Asian, may participate in games on the field (3+1). The AIFF will maintain the current setup despite the AFC increasing the foreign player quota from the current 3+1 to 5+1 starting in the 2023–24 season.
