The Executive Committee has chosen to establish “Project Diamond” for the advancement of outstanding players. Project Diamond will actively involve the FIFA Talent Development Scheme (TDS), which is overseen by Arsene Wenger, the FIFA Chief of Global Football Development. It is anticipated that all of Indian Football’s premier academies, as well as those of Hero ISL and Hero I-League clubs, will participate. The goal of Project Diamond is to create an “Iconic Star” who possesses the qualities and abilities necessary to compete at the top level in the beautiful game.

In addition to these choices, the Executive Committee has vowed to build Blue Cubs, a comprehensive grassroots project that will provide the groundwork for Blue Tigers. Additionally, it has a top-notch grassroots programme that is deeply multifaceted and collaborates on several levels with organisations like clubs and governmental NGOS.

To increase the level of competitive opportunity and security for the players, the Executive Committee has agreed to provide equal weight to the amateur system in football. To carry this out, it has chosen to establish the Institutional League, in which ten teams from all around the nation will compete on a home-and-away basis. The league champions may be given the chance to compete in the Cup competition at the national level.

The return of PSU clubs to a semi-professional/amateur league was also declared by the AIFF.
