FIFA transfer rules: new loan limit – FIFA reveal a new loan limit to stop top clubs from stockpiling talent. FIFA have announced new loan limits that will be enforced on clubs from the summer transfer window. The number of players a club is allowed to loan out will be limited to eight for the 2022/23 season after which the number falls to seven for 2023/24 and six in time for the 2024 summer transfer window. Players who are under the age of 22 and trained by the club for three years before turning 21 years old are exempted from the new loan laws. Loans will also have to last from at least one transfer window to the next and will not be allowed to be longer than a year, while clubs will not be allowed to loan more than three players to or from the same club.

According to FIFA, the new regulations are aimed at “clarifying the purpose of loans” and “limiting excessive and abusive practices”.

According to Transfermarkt, Serie A club Atalanta currently have 63 players out on loan, the most of any club in Europe. In the Premier League, Manchester City have 14 players over the age of 21 currently on loan, while Chelsea have 11 and Arsenal nine players out on loan.

Official Statement from FIFA:From 1 July 2022 to 30 June 2023, a club may have a maximum of eight professionals loaned out and eight loaned in at any given time during a season. From 1 July 2023 to 30 June 2024, the same configuration applies but with a maximum of seven professionals.”

“Finally, from 1 July 2024, the same configuration will apply but limited to a maximum of six professionals. Players aged 21 and younger and club-trained players will be exempt from these limitations.”
