The World Cup organisers have not commented on their enforcement strategy. According to the news agency Reuters, the US Embassy and a few other organisations have warned spectators. They risk penalty for actions that would be accepted in other nations.

“We want to make sure that law enforcement … is in the right place. We want to make sure that in the ministries there is a level of patience and tolerance for what the world brings when you invite the world to your country.,” Timmy Davis told reporters at the U.S. Embassy in Doha.

According to a report by Reuters last month, organisers have informed embassies and police from eligible nations that they want to exercise tolerance for spectators who violate the law in very small ways. Beer will be permitted to be supplied close to stadiums a few hours before matches begin as part of the organizers’ already-announced plan to ease Qatar’s stringent restrictions restricting the public sale of alcohol.

“When you host a global event like this and you invite the world to come, you need to be open to the world and you need to be transparent in the ways that you’re going to take care of visitors,” Davis added.

“Change is part and parcel of hosting people from all over the world … in a big burst like a World Cup, “ Davis said.
