There have been quite a few reports suggesting that Team India would not go to Pakistan for the Champions Trophy 2025, but then the PCB is going ahead with all the preparations keeping in mind, that the neighbours would oblige. Earlier in the month, BCCI vice-president Rajeev Shukla had confirmed that the decision lies in the hand of the government.
But now a fresh report in Cricket Pakistan suggests, that the Mohsin Naqvi-led PCB is not preparing itself for Plan B. The board is still optimistic that India would travel to Pakistan for the Champions Trophy 2025, scheduled to be held in Feb-March. They have also refused to adopt the hybrid model.

The report also suggests that the PCB is not in talks with any other board for hybrid model, where another nation would host the India matches. Something similar had happened during the Asia Cup 2023, where Pakistan, the original hosts, did not host India matches, as the team played their encounters in Sri Lanka.
As per the original plan, PCB wants India to play all their matches in Lahore. In fact, there have been heavy renovations going on in stadiums at Lahore, Karachi and Rawalpindi, which will be completed by December.
