MLC & ILT20 safe, ICC introduces 4-player cap for new foreign leagues to curb T20 exodus

The ICC took few key decisions in their Annual Conference held in Durban, South Africa.

International Cricket Council (ICC) on Thursday announced a new rule to control T20 leagues in order to safeguard International cricket. During its Annual Conference held in Durban, South Africa, the ICC announced a new rule approving a cap of four overseas players in the playing XI for the upcoming T20 leagues worldwide.

Notably, the new rule only applies to future T20 leagues and will not impact existing tournaments such as Major League Cricket (MLC), Global T20 (GLT20) and International League T20 (ILT20).

The implementation of the four-overseas-players cap will vary among leagues, depending on their commercial agreements and franchise compositions.

The ICC’s decision is a response to concerns expressed by the Board of Control for Cricket in India (BCCI), Cricket West Indies (CWI), Cricket Australia (CA), and the England and Wales Cricket Board (ECB) during last year’s Annual General Meeting in Birmingham. These concerns primarily revolved around the potential threat of players prioritizing T20 leagues over international cricket.

In addition to the overseas player limit, the ICC also accepted a proposal for T20 leagues to pay a 10% release fee to players’ home boards each season. This move aims to ensure that the respective boards retain some financial benefit from players participating in these leagues.

Changes to over-rate penalties in Test cricket

The ICC has also announced the changes in over-rate penalties in Test cricket. According to revised regulations, players will be subjected to a fine equivalent to 5% of their match fee for every over that falls short, with a maximum penalty capped at 50%.

Notably, if a team gets bowled out before the completion of 80-over mark and the new ball is not yet due, no over-rate penalty will be imposed, regardless of any potential delays.
