The Indian Olympic Association (IOA), under the leadership of President PT Usha, has raised serious concerns about the financial mismanagement within the organisation, particularly highlighting the failures of the IOA Treasurer. The lack of accountability has resulted in significant financial losses, with the failure to submit key financial reports costing the IOA crucial Olympic Solidarity grants, a critical funding source for athlete development.
Loss of Olympic solidarity grants
The IOA Treasurer’s inability to submit annual financial reports, despite repeated reminders from the International Olympic Committee (IOC), has had severe consequences. These Olympic Solidarity grants, which are intended to fund athlete support programs and sports development initiatives, have been withheld for several years. The delay in submitting the necessary financial documentation has compromised the IOA’s ability to provide financial support for Indian athletes preparing for upcoming international competitions.
PT Usha, along with other IOA officials, expressed concerns over the future of Indian athletes due to this financial mismanagement. The IOA’s ability to adequately fund and support its athletes has been severely compromised, potentially impacting performance in international events.
Calls for Administrative Reforms
President PT Usha has been urging the IOA Executive Committee to take action by ratifying the appointment of Mr Raghuram Iyer as the Chief Executive Officer (CEO) since January 2024. She has also called for expanding the administrative staff to ensure greater accountability and operational efficiency within the organisation. These reforms, she believes, are essential to preventing further financial lapses and ensuring the IOA remains transparent and accountable to its stakeholders.
PT Usha emphasised that these failures in financial management underscore the need for immediate reforms to safeguard the interests of Indian athletes. “A strong administrative framework is critical for the IOA to fulfil its duties towards athletes and the wider sporting community,” she remarked.
IOC Takes Action
The situation has drawn attention from the IOC Executive Board, which voiced its concerns during a meeting on 8 October 2024. The IOC highlighted the IOA’s persistent governance issues, specifically the ongoing delays in the ratification of the CEO’s appointment. The IOC believes these internal issues have significantly hindered the IOA’s ability to function efficiently.
In response to the ongoing crisis, the IOC has decided to withhold Olympic Solidarity grants to the IOA. To ensure that athletes are not directly affected by these governance issues, the IOC has also decided to disburse funds directly to athletes selected for Olympic Solidarity scholarships. This step will help maintain the athletes’ preparation for international events, despite the IOA’s internal struggles.
Moving Forward: Urgent Reforms Required
The IOA, led by PT Usha, is determined to rectify the situation and restore financial stability. Immediate corrective measures are being considered to regain the trust of the IOC and restore normal funding processes. PT Usha has urged all members of the IOA General Assembly to prioritise the needs of the athletes and support the necessary reforms to ensure such failures do not happen again.
