Clubs have depended largely on international players for a qualifying push since the second division began in 1998. This year’s league will feature all-Indian lineups instead of the three international players that clubs were permitted to register last season. After the Indian Super League (ISL) and I-League, the league committee of the All India Football Federation (AIFF) previously agreed not to admit any international players in the Second Division I-League.

Igor Stimac, the national coach, has suggested lowering the proportion of international players competing in the ISL and I-League to give himself a larger player pool. Hmar, who is credited with starting the Mizoram football revolution, previously stated that there aren’t enough prospects for Indians and advised beginning in the lower level. The panel has suggested to the AIFF executive committee that all state leagues nationwide be played without the use of international players in order to promote the involvement of more indigenous players.
